Digital government in Europe runs on two ambitions: making services genuinely better than the analogue alternative, and making sure no resident is excluded by the move online. The Once-Only Principle, the EU Digital Identity Wallet, the Single Digital Gateway and Estonia's government-as-a-platform model set the floor for what cities can offer.

GovTech approaches — service design teams, agile delivery, open-source government software — are spreading through Eurocities, the OECD OPSI and city networks like CitizenScore. Digital inclusion is now treated as a co-equal concern: closing the digital divide through device, connectivity and literacy programmes, ensuring accessibility (WCAG, EN 301 549) and treating algorithmic transparency as a delivery requirement under the EU AI Act.
