Citizen Participation & Civic Tech

European cities have built one of the world's most active participation infrastructures. Participatory budgeting, originally from Porto Alegre, runs in hundreds of European municipalities; digital consultation platforms like Decidim (Barcelona) and Consul (Madrid) are deployed in dozens of cities across the continent, fully open-source. Citizen assemblies and deliberative democracy have moved from experiment to standard practice in Paris, Brussels, Ostbelgien and elsewhere.

Civic tech sits alongside formal participation: FixMyStreet-style reporting apps, community-mapping platforms, mySociety-style transparency tools and the wider movement that the Open Government Partnership, Code for Europe and EU citizen-engagement programmes support. Co-creation labs and living labs (the ENoLL network coordinates 150+ in Europe) extend participation into product and service development.
