European cities rarely innovate alone. Eurocities (200+ cities), ICLEI Europe, C40 Cities, the Covenant of Mayors, OASC (Open & Agile Smart Cities), the 100 Intelligent Cities Challenge and POLIS coordinate peer learning, joint advocacy and shared standards. The Pact of Amsterdam formalised multi-level governance with the EU; the European Urban Initiative funds replication directly.
Procurement and innovation funding are the other half of the story. Procura+, the Big Buyers for Climate & Environment initiative, GPP (Green Public Procurement) frameworks, and instruments like Horizon Europe, the Digital Europe Programme, CEF Digital and Cohesion Policy flow through these networks. Innovation procurement (PPI/PCP) lets cities buy what doesn't yet exist; pooled procurement gives them leverage.
