Tallinnovation is a smart city innovation fund launched in 2020 by the City of Tallinn in partnership with Tehnopol Science and Business Park. The programme supports the development, testing, and deployment of innovative technology solutions in Tallinn's urban environment. It operates through an annual competition that awards grants of up to €30,000 per company, with a total fund of €150,000 in the 2026 cycle. Applications for the 2026 round are due by 4 May 2026, with a thematic focus on urban resilience, safety, and crisis preparedness, though solutions from other smart city domains are also welcome.
Eligible companies must be registered in Tallinn, operational for at least six months, have at least one full-time employee, and show a minimum turnover of €10,000 over the preceding six months. Submitted solutions must be beyond the prototyping stage and not previously implemented in Tallinn. A selection committee of city officials, Tehnopol experts, investors, and mentors evaluates shortlisted applicants through a presentation round.
Beyond local piloting, Tallinnovation supports international market entry. Companies can allocate up to 30% of eligible expenses to export-related activities such as market adaptation, certification, and translation. Since 2025, the programme also offers a cross-border testing track with the City of Heidelberg, Germany, which provides separate funding of up to €25,000 for up to two companies to pilot solutions in areas including mobility, energy, sustainability, and citizen engagement.
The companion 'Test in Tallinn' programme accepts applications on a rolling basis for companies that seek non-financial support—such as city contacts, open data access, and infrastructure—to run pilots without a grant.
