Adaptation has moved from afterthought to core mandate. The EU Adaptation Strategy and the Mission on Adaptation to Climate Change push cities to assess risk systematically — Climate-ADAPT hosts the shared platform — while the Nature Restoration Law and the EU Biodiversity Strategy frame the ecological response.
