Open Data, Standards & Interoperability

A standard is the difference between a procurement that locks a city in for a decade and one that lets it swap suppliers next year. The Minimal Interoperability Mechanisms (MIMs) framework — co-developed by OASC, Living-in.eu and the European Commission — has become the de-facto interoperability reference for European cities; ISO 37120 / 37122 / 37123 standardise the indicators behind them.

Open data sits alongside standards: open data portals, FAIR-data principles, the Open Data Directive's high-value datasets, and the Smart Data Models initiative that gives cities common schemas (parking, air quality, waste collection). The EU Data Governance Act, Data Act and Digital Services Act create the legal scaffolding; Open Knowledge Foundation, OASC and the European Data Portal do the practical work.
