Overview of the EU Cities Mission
The European Union’s Horizon Europe programme launched the “EU Mission: 100 Climate‑Neutral and Smart Cities by 2030”. Coordinated by the European Commission and supported by the NetZeroCities consortium, the mission aims to help European cities achieve climate neutrality a full two decades before the EU’s 2050 target. The initiative selects cities as living laboratories for cross‑sectoral solutions, with the intention that successful practices will be scaled across all European urban areas.
Why Cities Are Central
Cities occupy only 3–4 % of the EU’s land but house about 75 % of its population, consume over 65 % of global energy and generate more than 70 % of CO₂ emissions. With urbanisation projected to reach 85 % of Europeans by 2050, cities represent both the greatest source of emissions and the most promising arena for rapid decarbonisation and climate‑resilient innovation.
The Climate City Contract (CCC)
Each participating city signs a Climate City Contract, co‑endorsed by national and regional authorities. The CCC comprises three parts: (1) Commitments – political pledges from mayors, councils, businesses and civil society; (2) Action Plan – sector‑specific road‑maps covering buildings, mobility, energy, waste and green infrastructure, with quantified emission‑reduction targets; (3) Investment Plan – detailed financing strategies that blend public funds, private capital, green bonds and innovative mechanisms. The contracts are living documents, updated as cities learn and adapt.
Support Through NetZeroCities
NetZeroCities, a 33‑partner consortium from 27 countries, delivers advisory services, an online portal with tools and guides, pilot‑city programmes, twin‑city pairings, investment matchmaking and peer‑learning networks. This infrastructure recognises that technical solutions must be paired with institutional innovation, citizen participation and multi‑level governance.
Key Sectors for Sustainable HousingBuildings and Housing account for roughly 40 % of EU energy use. The mission promotes large‑scale renovation programmes, near‑zero‑energy new construction, district‑heating upgrades and integration of renewable energy into the building stock. Housing cooperatives, social‑housing providers and community land trusts are identified as crucial actors for implementing these measures while safeguarding affordability.
Mobility, Energy and Green Infrastructure
Cities are testing expanded public transport, cycling networks, car‑free zones, electric‑vehicle charging, smart grids, local solar and wind generation, district heating/cooling, urban greening, tree planting and nature‑based solutions. These actions simultaneously cut emissions and improve climate resilience.
Scope and Participation
From an initial pool of 377 applicants, 112 cities were selected in April 2022 (100 from EU member states, 12 from associated countries). By October 2025, 103 cities had been formally labelled as on the path to climate neutrality. Notable participants include Berlin, Barcelona, Paris, Milan, Stockholm, Budapest and many others, covering a wide range of climatic zones and governance models.
Funding Landscape
The mission draws on Horizon Europe research funds, Cohesion Policy allocations, InvestEU, the European Investment Bank and national/regional budgets. Total investment needed to achieve climate neutrality in the 100 cities is estimated at several hundred billion euros over the decade, underscoring the importance of innovative financing and strong private‑sector engagement.
