The United States is, paradoxically, both the most influential and the most fragmented smart city nation on earth. The country invented the World Wide Web's commercial layer, built the cloud platforms on which most urban data now runs, and houses the venture capital industry that has financed the global wave of urban technology startups. Yet it has no national smart city strategy comparable to South Korea's K-City Network, no centrally funded model city programme like Germany's, and no equivalent of the European Commission's Smart Cities Marketplace. American smart cities are built city by city, state by state, by a patchwork of mayors, transit agencies, universities, philanthropic foundations, and private companies, in a system that produces both extraordinary innovation and stark inequities of access.
With more than 340 million people across 50 states and roughly 19,500 incorporated municipalities, the country is too varied for a single national approach. The smart city in Boston looks little like the smart city in Phoenix, which looks nothing like the smart city in rural Mississippi. What unites them is a shared institutional toolkit — federal grant programmes, state broadband offices, university research centres, and a dense layer of urban technology firms — and a deep cultural disposition to treat cities as laboratories rather than as plans.
The most consequential federal intervention came in 2015, when the US Department of Transportation launched the Smart City Challenge, inviting mid-sized cities to compete for a $40 million prize to demonstrate "how advanced data and intelligent transportation system technologies and applications can be used to reduce congestion, keep travelers safe, protect the environment, respond to climate change, connect underserved communities, and support economic vitality." Seventy-eight cities applied; Columbus, Ohio, won. The competition catalysed an enormous body of work even among losing applicants, many of which proceeded with versions of their proposals.
From 2021 onwards, smart city policy has been substantially reshaped by the Infrastructure Investment and Jobs Act and the Inflation Reduction Act, which together direct hundreds of billions of dollars towards broadband, electric vehicle charging, grid modernisation, climate resilience, and equity-focused urban infrastructure. The Justice40 Initiative requires that 40 per cent of the benefits of certain federal investments flow to disadvantaged communities, while the Reconnecting Communities programme funds projects that repair the urban damage caused by mid-20th-century highway construction — often using digital tools to plan and monitor the work.
At federal research level, the National Institute of Standards and Technology Global City Teams Challenge has, since 2014, convened thousands of municipal staff, researchers, and technologists to develop interoperable smart city solutions. The National Science Foundation's Smart and Connected Communities programme funds long-running academic research on urban technology, and the Department of Energy's smart grid demonstrations have shaped how American utilities deploy distributed energy resources.
But the headline truth remains: there is no single American smart city plan. There is a federal toolkit and a federal pot of money, and 19,500 municipalities making their own choices about how to use them.
The American smart city ecosystem rests on three pillars: industry, universities, and philanthropy.
On the industry side, the cloud platforms dominate. Amazon Web Services, Microsoft Azure, and Google Cloud underpin most large US municipal data systems, while their parent companies operate civic-focused units — Google Public Sector, Microsoft Cities, Amazon AWS Smart City — that develop smart city reference architectures. Cisco, IBM, and Oracle remain heavyweight integrators. A second tier of urban tech specialists — Cityblock Health, Coord, Replica, StreetLight Data, Sidewalk Labs (now wound down but whose alumni are scattered across the industry), Remix, Bird, Lime — supplies the application layer.
Universities are the connective tissue. MIT Senseable City Lab, led by Carlo Ratti, has produced some of the most-cited research in the field. NYU Center for Urban Science and Progress, Carnegie Mellon's Metro21 Smart Cities Institute, the University of Chicago's Mansueto Institute for Urban Innovation, Georgia Tech's Center for Spatial Planning Analytics and Visualization, and the University of Michigan's Mcity autonomous vehicle test bed are among the leading nodes. Public university systems like California, North Carolina, and Texas operate smart campus projects that double as urban living labs.
Philanthropy plays a role rare in other countries. Bloomberg Philanthropies' What Works Cities initiative has trained more than 200 American cities in evidence-based, data-driven governance. The Knight Foundation has invested heavily in civic technology and smart city pilots in its eight legacy communities. The Robert Wood Johnson Foundation funds smart health and urban wellness research. The Rockefeller Foundation launched the 100 Resilient Cities programme. "Cities are the laboratories of the 21st century," Michael Bloomberg has repeatedly argued — a sentence that captures the American instinct to delegate problem-solving to municipalities while standing ready to back them with private capital.
The most influential American smart city deployments include the following.
LinkNYC replaced thousands of New York City payphones with public kiosks offering free Wi-Fi, USB charging, phone calls, and city information. Operated under a public-private agreement with CityBridge and contributing more than $500 million in projected revenue to New York City over its concession, it became both a global reference and a privacy controversy. The newer Link5G structures add 5G small-cell antennas, extending the network's reach.
Array of Things, led by the University of Chicago and Argonne National Laboratory, deployed networked sensor nodes across Chicago to measure air quality, noise, temperature, and pedestrian flows — publishing all data openly and serving as a global reference for open urban sensing.
Smart Columbus, the Smart City Challenge winner, used its $40 million federal grant plus $110 million in private match to deploy a multi-modal trip planner, smart traffic signals, electric vehicle infrastructure, and connected vehicle technologies. An independent evaluation by the US Department of Transportation later concluded that some pilots underperformed expectations but that the institutional capacity built around them was the more durable benefit.
Boston's New Urban Mechanics office has spent more than 15 years quietly experimenting with civic technology, from the StreetBump pothole-detection app to the BOS:311 citizen reporting system. San Francisco's DataSF platform pioneered open municipal data publishing in the US. Pittsburgh's Surtrac adaptive traffic signal network, developed by Carnegie Mellon, has cut average travel times in pilot corridors by 25 per cent. Kansas City's Smart City corridor layered free public Wi-Fi, sensors, and smart lighting along its streetcar line. Miami-Dade County's Smart City Master Plan and Phoenix's autonomous vehicle pilots are the latest in a steady accretion of metropolitan experiments.
At national scale, the US Ignite consortium connects more than 40 "smart gigabit communities" working on advanced applications of high-bandwidth networks. The Smart Cities Connect conference and the Smart Cities Council provide the principal national forums. And the Cities Coalition for Digital Rights, co-founded by New York, has anchored the United States in international debates about algorithmic accountability and data governance.
American urban life supplies more textures of the smart city than any sweeping description can capture. In New York, tap a contactless card to ride the subway, then watch a Citi Bike rebalancing truck use predictive analytics to redistribute bicycles. In Los Angeles, the Automated Traffic Surveillance and Control system has synchronised more than 4,500 intersections for decades. In Chicago, gather at a Chi Hack Night Tuesday evening, where civic technologists, journalists, and city employees prototype tools on open data over pizza. In Detroit, watch the city's StreetSense network map traffic, pedestrians, and air quality on commercial corridors slowly being rebuilt.
Then step into the American experience that ties it all together: the food truck. Order through an app that tells you where the truck is in real time, pay with a contactless card, and eat in a public plaza with free city Wi-Fi while a bike-share fleet rebalances itself behind you. The smart city in America is less a master plan than a sequence of small conveniences — layered, uneven, sometimes excessively monetised, and stitched together by a million private decisions inside a public framework.
That improvisational quality is the United States' real smart city signature. The country does not build smart cities; it builds the infrastructure on which other people — cities, startups, universities, philanthropies, residents — build them. Whether that produces equity or entrenches inequality depends entirely on who is doing the building, and on whether the next generation of federal investment can reach the places that the last several decades have left behind.
